  • Detail

International freight forwarding industry has a history of more than 600 years, but there is no unified definition in the world at present. Different countries have different names, some of which are called "customs clearance agent" and "customs clearance agent", some of which are called "shipping agent", while China is called "freight agent" 4.1 safe and stable. At the same time, because the freight forwarding industry in various countries is very different in department setting, division of labor and responsibilities, the management of the freight forwarding industry is also very different, and there is no unified model

Singapore

Singapore's shipping management is under the management of the Ministry of trade and industry and the Ministry of transport. The Ministry of transport has established the maritime transport and Port Authority (MPA), which is responsible for handling the management and technical issues of ports and maritime transport. The Development Committee (TDB) of the Ministry of trade and industry is responsible for handling the commercial issues of shipping, including the management of freight forwarders to make the experimental operation more convenient

Korea

before July1997, freight forwarders and shipping enterprises in Korea were managed by the marine Harbor Department, and air transport was managed by the Ministry of transport. Each industry has its own industry association, which is responsible for the supervision, management and standardized operation of the industry. After July1997, the Korean government carried out institutional reform. Among them, international freight forwarders and air freight forwarders were merged into one, which was uniformly managed by the Ministry of urban construction and transportation, and shipping enterprises were under the management of the Ministry of Marine Fisheries and Fisheries (the former Department of marine ports and harbours was under the management of the Ministry of Marine Fisheries and Fisheries). As there is no difference between international container multimodal transport and international freight forwarder, in Korea, as long as there is a freight forwarder business license, they can engage in international container multimodal transport and issue a full through bill of lading

Japan

the freight forwarding industry and shipping industry in Japan are under the jurisdiction of the Ministry of transport. The Ministry of transport of Japan is a comprehensive department with Railway Bureau, aviation bureau, Maritime Transportation Bureau, transportation policy Bureau, etc. each bureau is an independent unit. Among them, since the shipping industry does not pay attention to quality and long-term benefits at sea, it cannot be managed by the Transportation Bureau without sacrificing product quality. The freight forwarding industry is managed by the transportation policy Bureau. There is a freight forwarding Association (Jiffa) in Japan, with more than 240 members, responsible for information collection and market research. In 1990, Japan implemented a special freight forwarding law, which became the legal basis for the management of freight forwarding industry in Japan

in Germany, freight forwarding business or shipping companies should be registered with the Municipal Chamber of Commerce and the local police station. There is no specific department for industry management, and the industry association is mainly responsible for it. For example, Hamburg has a Hamburg freight forwarding Federation (VHS), whose freight forwarding articles of association and relevant regulations are binding on all freight forwarding enterprises. In terms of shipping agency, there is VHSS. Both organizations are legally registered

Canada

Canada's trade and transportation are fully liberalized. In terms of shipping business, the government is only responsible for formulating basic rules without specific management. Among them, freight forwarding and shipping agency businesses are privately operated and managed according to ordinary commercial and tax policies. The transportation department is only responsible for the safety of sea, land, air and trunk national roads transportation, and the macro management of national transportation facilities, and does not interfere with commercial operations

Belgium

Belgium is a small country. Freight forwarding, sea transportation, air transportation, railway transportation, road transportation, container transportation and other affairs are managed by the Ministry of transport. The trade association is purely self-discipline and has no actual management authority

it is worth noting that the management of the freight forwarding industry in the above-mentioned countries is carried out on the basis of sufficient market mechanism, and the vast majority of freight forwarding enterprises are private enterprises. The industry management means are only to formulate necessary laws and regulations and implement macro management, which is worthy of reference for China's freight forwarding industry. (end)
